In little more than a year, Terry Rolan, director of Durham's water management, has traveled widely on behalf of the American Water Works Association, an industry trade group of which he is the national president. According to Rolan's calendar and other city records, Rolan was out of town at least 164 days on association business. Ninety-two of those were city workdays for which he was paid. Twenty-six were paid vacation days. Trips include:
