* WATER RESTRICTION EASED: Businesses that install pools and spas are now exempt from the city's water restrictions. City Manager Russell Allen suggested the exemption to ease the businesses' burden while Raleigh recovers from this fall's drought.

* PEDESTRIAN BRIDGE LIGHTS: The City Council approved $32,000 for blue lighting on the pedestrian bridge that passes over the I-440 Beltline and connects Meredith College with the N.C. Museum of Art. "Everyone is proud of this bridge," Meeker said. "This will put the finishing touches on it."

* FOOTBALL STADIUM STUDY: The council pledged up to $37,500 for a feasibility study on a new football stadium for Shaw University and St. Augustine's College, which should cost between $50,000 and $75,000. Wake County will pick up the other half.
