I was troubled to read of the payment plan for repairs to I-795 in Wayne and Wilson counties (news story, Nov. 28). I-795 was paved too thin despite warnings by DOT engineers. Now we learn that our legislative leaders are willingly allowing the taxpayers of Highway Division 4 to foot the $12 million repair bill.

Thinking back to 2004 when I-40 had a similar problem in Durham County, the DOT was penalized for that bill of $22.4 million from its statewide budget, sparing the taxpayers of Durham County and the other counties in Division 5.

Who can deny that we live in two North Carolinas?
