State fines fireworks firm for deadly explosion

The N.C. Department of Labor fined a South Carolina pyrotechnics company $44,810 Friday for the Fourth of July fireworks explosion that killed four and injured one on Ocracoke Island.

Melrose South Pyrotechnics was cited with nine serious and two non-serious violations of the Occupational Health and Safety Act of North Carolina.

Violations include unsafe operation of electric matches, failing to certify that all employees had safety training and allowing smoking materials – including a pack of cigarettes and a butane lighter – near the truck containing fireworks.

The four workers killed were Charles Kirkland Jr., Mark Hill, Terry Holland, and Lisa Simmons. The U.S. Bureau of Alcohol, Tobacco and Firearms ruled the blast an accident.

A representative for the company could not be reached Friday. East Coast Pyrotechnics is now operating out of the same Catawba, S.C., address and, according to its Web site, ownership and the name has changed.
