Growth v. diversity

There has been a lot of ink spilled in regard to Wake County schools' diversity policy, but is it a significant issue? What percentage of children reassigned from school to school is moved due to population growth and what percentage is moved due to the diversity policy? I fear that those people living in the expanding suburbs will find no change with a new policy as growth is the key determinant.

The diversity debate seems to have reopened many old wounds - racial, North/South, rich/poor - and is perhaps worth having, but I suspect that it may be a complete red herring as far as school reassignments go. Does anyone have some facts?
