A good example is the state's inability to distribute unemployment benefits as mandated by Congress on July 22. The N&O recently quoted Lynn R. Holmes, chairman of the N.C. Employment Security Commission, saying, "We believe the vast majority of those people can begin to see their payments late next week." That agency blamed previous delays on "archaic software." A representative of the NCESC (Roxboro office) said that it would take eight weeks to distribute benefits.
The governor is onto something here: Don't invest in archaic systems - outsource IT.
