Outside experts should conduct peer reviews of SBI experiments.
A policy should be adopted that analysts must have a bachelor's degree in science or a related field.
SBI technicians and analysts should receive training outside of the SBI and North Carolina.
SBI technicians and analysts should be encouraged to join national and international professional associations.
Analysts should be required to testify within the bounds of known facts. For example, blood analysts should not testify that stains are blood without conducting conclusive tests to confirm the presence of blood.
