Turn the SBI crime laboratory into an independent forensic lab. A National Academies study recommended that all forensic laboratories should be removed from the control of law enforcement agencies or prosecutors, noting, "The best science is done in a scientific setting, not a law enforcement setting."

The National Academies urged Congress to provide funding to give states an incentive to do this.

Research the effect of bias in forensic laboratories. Some studies have shown that forensic analyses are affected by the lab's knowledge of the suspect and the police theory of the crime.
