From staff reports

RALEIGH -- The City Council passed new rules Tuesday for non-motorized food carts.

The council unanimously approved an ordinance that allows up to two pushcarts per block in commercial zones. Carts must be 50 feet from the entrance to any food business or outdoor eating area, and they cannot operate between 3 a.m. and 6 a.m.

Pushcart operators must have permits and stay 400 feet from any special event, unless the organizer gives permission. If there are multiple applicants for the same space, a lottery will be used.
