WENDELL -- Former Mayor Tim Hinnant reclaimed the town's top seat from incumbent Harold Broadwell. He'll oversee a Board of Commissioners with two new faces: James Parham and Samuel Laughery, who beat Johnny Easters and Tillie Turlington for seats left vacant by Carol Hinnant and Sid Baynes.
