Panhandling arrests in Raleigh have increased, causing beggars to spread to far-flung spots to ask for change. Through Oct. 12, Raleigh police had issued at least 372 begging-without-a-permit citations. That total is already a five-year high 19 more than all of last years arrests combined and more than twice the total from 2008.
