RALEIGH -- An N.C. State student was arrested Tuesday night on alcohol charges in connection with a car-on-bicycle collision early Sunday morning that left a student in serious condition and the student driving the car facing DUI charges.
Steven Kendal Otto was seriously injured early Sunday when he was struck by a car driven by Ross Everett Chapman while bicycling along Dan Allen Drive at Yarbrough Drive. Chapman's blood alcohol was determined to be .12. The legal limit for driving in North Carolina is .08.
Otto was in fair condition Tuesday night, according to a WakeMed spokesperson.
