N.C. State student faces alcohol charges in car-vs-bike accident

RALEIGH -- An N.C. State student was arrested Tuesday night on alcohol charges in connection with a car-on-bicycle collision early Sunday morning that left a student in serious condition and the student driving the car facing DUI charges.

Steven Kendal Otto was seriously injured early Sunday when he was struck by a car driven by Ross Everett Chapman while bicycling along Dan Allen Drive at Yarbrough Drive. Chapman's blood alcohol was determined to be .12. The legal limit for driving in North Carolina is .08.

Otto was in fair condition Tuesday night, according to a WakeMed spokesperson.

Alan Lee Master, 19, a junior majoring in computer science, was charged Tuesday with underage possession of an alcoholic beverage and aiding and abetting Chapman in the purchase of Keystone Light beer.

Master, of 6118 Wolf Park Drive, Apt. 101B, was being held at the Wake County jail tonight, his bond set at $1,500.

The university's directory lists Otto as a senior chemistry major from Apex, and Chapman as a junior civil engineering major from Raleigh. Master's hometown is listed as Timonium, Md.
