Planning pause

The cut in federal funding for the proposed 540 outer loop expressway across southern Wake County provides time for us to take a broader view of our transportation needs. Traffic can flow around Raleigh on the northern outer loop. Do we need to further constrict our urban-suburban-rural area with a southern loop? Why not invest in the regional rail transit proposals?
