Rate confusion

Regarding the Dec. 26 article “Slash in green-energy payments sought”: Progress Energy wants a 14 percent rate increase for residential customers because the plummeting cost of natural gas has caused the market price for electricity to fall?

Have the people who grant or deny such requests completely lost track of reality? Shouldn’t that be a rate decrease?
