Tolls and timelines

It appears the only method of widening a road in a timely manner is to designate it as a “toll road.” This being said, note the timeline for completion of the 540 Triangle Expressway as opposed to the timeline of completing the widening of Glenwood Avenue and the 440 Beltline from Wade Avenue to Walnut Street. These last two projects, which are so badly needed, are not scheduled to be finished until 2018-2020!
