Don’t mortgage future

Every article I read in The N&O concerning the expansion of Medicaid included in the Affordable Care Act states that the entire cost would be paid by the federal government for the first year and 90 percent thereafter. This seems to imply that the federal government is some entity totally separate from the taxpayer.

Wouldn't it be more appropriately stated that 100 percent of the cost of this expansion (plus interest if it’s borrowed money) will be paid by the taxpayer or the taxpayer’s children, grandchildren, great-grandchildren ... ? I hope that the American people wake up before it’s too late.
