Regressive payroll tax

Regarding your March 31 article “Payroll tax’s impact not yet hitting hard”: Restaurants are already hurting. As a waitress, I see firsthand how people already budget their money when they go out to eat. Customers commonly ask what comes free with their food, and most people scan their bills a few times to check accuracy.

The payroll tax is only going to cause people eating out to spend less and tip less, if they even decide to go out at all. Assuming that the payroll tax will be leveled out by the housing market is nothing but hopeful thinking. This is essentially a regressive tax, and it will hit the poor, whether that was the intention or not.
