Controlling cuts

I am not a math major, but based on my calculation, a reduction in spending of $85 billion out of a $3.8 trillion equals 2.2 percent. So how does that translate into a 10 percent reduction in air traffic controllers? Sounds like someone is using this as an excuse or a political ploy.
