David H. Bench: Negligent drivers

If one could listen to local law enforcement agencies involved in vehicle traffic stops, one would easily ascertain that about 30 percent of the vehicles stopped are being operated with expired license tags. Most of these are due to the lack of a current vehicle inspection.

If one considers these stops are a proper sample size to apply to the entire vehicle population, one can determine that the revenue losses are staggering to both the state and the vehicle inspections stations. Perhaps the fine for this offense is not sufficient to deter this scofflaw activity.
