Richard Holmes: Deadline pressure

Regarding the Feb. 12 sidebar “State says it met food stamp deadline”: It’s nice to see DHHS beat the deadline to fix the food stamp mess, but IT only did it because its fanny was held to the fire by the feds.

Why does it take threats from the feds to get things fixed? Why can’t DHHS work with this kind of determination all of the time to do what is right?
