Tanya Andrews, 33, of Raleigh, co-owner of Yellow Dog Bread Co. in Raleigh, has chosen not to participate the new federally mandated Affordable Care Act. Unable to financially enroll at this time, she has opted to pay the penalty for not enrolling.
