Money is not speech. It buys speech disproportionately and easily defeats the one-man-one-vote idea. Abraham Lincoln might have said, “You can fool some of the people all of the time, and all of the people some of the time, but you can’t fool all of the people all of the time,” but expensive TV ads, at just the right time, can fool just enough people just long enough.
