RALEIGH - The Castleton Group, a Raleigh company that manages human resources for about 100 employers, has until Jan. 11 to come up with a plan to wind down its business, a Wake County Superior Court judge ruled.

On Dec. 4, the state Department of Insurance deemed Castleton insolvent and ordered the company to cease operating. Castleton, which manages payroll and benefits for its clients' 3,500 employees, disputes the findings and is appealing the ruling.

Castleton's dispute with the state dates to 2005, when a new law required business such as Castleton to get a license from the Department of Insurance.
