WHAT IS A PEO?
Professional employee organizations manage human resources for small and midsize companies.
The list of services a PEO can provide is extensive and includes health benefits, workers' compensation claims, payroll and unemployment insurance claims and 401(k) plans. PEOs also will conduct sexual-harassment prevention and safety training, and arrange for workers to have direct deposit of their paychecks.
"PEOs are a one-stop shop to get rid of all [a company's] employment nightmares," said Milan P. Yager, executive vice president of the National Association of PEOs.
An alternative to PEOs are administrative services organizations. They offer similar HR services but do not require that their clients' workers become the ASO's employees.
"Within the PEO community, a lot of people are calling ASOs the evolution of the ... industry," said Ryan Djong, chief operating officer of The Firm Consulting Group, which helps companies hire PEOs.
Because they work with large pools of employees, PEOs and ASOs are positioned to negotiate better rates for, say, health insurance.
Bigger translates into less expensive in other ways, too.
For example, said Yager, the average cost of setting up a 401(k) plan is $7,000, which can be a big bite for a small business. The upshot is that many small businesses don't offer 401(k) plans.
Clients that hire PEOs don't have to worry about the startup costs. They can piggyback on the 401(k) plan that the PEO already has up and running.
Another allure of this outsourcing: It allows clients to hand off time-consuming administrative burdens.
"A doctor wants to practice medicine," said Yager. "A doctor doesn't want to be an employer and worry about payroll."
