Report recommends probation screening

RALEIGH - State correction officials released a final report Tuesday from a federal agency recommending that probationers be screened to determine if they are "high-risk offenders."

The report by the National Institute of Corrections followed the killing in March of UNC-Chapel Hill Student Body President Eve Carson. Two men charged with killing Carson were on probation at the time, and subsequent investigations showed they were not being closely watched by their probation officers.

The NIC final report also recommended that N.C. Correction Secretary Theodis Beck develop a criminal justice council and hire a management expert specializing in reorganization to look at the community corrections program.
