R. Scott Donley was named vice president and chief operating officer of Mediplay, a Raleigh company that provides medical marketing systems for in office advertising.

Jerry T. Carter was named executive director of the National Council of Examiners for Engineering and Surveying. He was appointed acting executive director in July and previously served as associate executive director.

Sara Spivy was hired as vice president of marketing and business development at rPath, a Raleigh company that provides a platform for creating and maintaining virtual and software appliances.

Christopher T. McKittrick has been named director of business, industry and government by the American Institute of Certified Public Accountants in Durham.

Raleigh lawyer Barbara B. Weyher was nominated to run for the office of vice president of the N.C. State Bar. The election will take place in October.

Kristin Donadeo was hired as medical assistant at The Carolina Center for Integrated Medicine in Raleigh.

Karen H. Folino was appointed assistant vice president, industry support services, at Railinc, a Cary company that provides rail data.

Michael Koser joined Withers & Ravenel as a project manager in water resources. Withers & Ravenel is a civil engineering firm with offices in Cary and Wilmington.

Don Hanks joined the Raleigh office of SFL+ a Architects as a project manager.

Sheila Best joined accounting firm CD Anderson in Raleigh as office manager.
