A reader asked me to dig a little deeper about a new restaurant in downtown Apex, The Provincial.
The reader wrote, “It is operated by owner/chef Wayne Alcaide. I know he was the executive chef of both Nobhill at MGM Grand Las Vegas as well as another signature restaurant Fish out of Water in Santa Rosa Beach, Fla. before he took on The Provincial.”
Alcaide opened The Provincial about three months ago in the former Rock Harbor Grill location. Alcaide said he ended up in North Carolina because the restaurant space became available and Apex seemed like a good place for he and his wife to raise their three school-age children.
Alcaide has worked for a number of high-profile chefs since he graduated from the Culinary Institute of American in the late 1980s. He worked for James Beard award-winning chef Bradley Ogden at the Lark Creek In in Marin County, north of San Francisco. In Ogden’s kitchen, Alcaide met chef Chris Hastings and would later go help Hasting open Hot and Hot Fish Club in Birmingham, Ala., in 1995. (Hastings would go onto win a James Beard award for Best Chef South in 2012.) Then in 2001, Alcaide helped a culinary school classmate, Michael Mina, open the former Nobhill at the MGM Grand hotel in Las Vegas. (In 1997, Mina won a national award, Rising Star Chef, from the James Beard Foundation and has been a finalist and nominee for many more James Beard awards.)

Before moving to North Carolina, Alcaide worked at resorts and restaurants in Florida.
At Provincial, Alcaide said he is aiming to offer fresh and simple food with comfortable and gracious service at reasonable prices. After only being open for three months, Alcaide said they are still trying to learn what their customers like and do not like.
“We’re still trying to find our way. We’re still listening to our customers,” he said.
The two-story 2,000-square-foot restaurant seats 60 people, inside and outside on the first floor. Alcaide said he hopes to eventually open an event space and bar on the second floor.
Hours: closed Tuesday, 4-9 p.m. Monday, Wednesday-Thursday, 4-10 p.m. Friday, 11:30 a.m.-10 p.m. Saturday and 10:30 a.m.-8 p.m. Sundays.
