Jill Skinner 48, passed away suddenly on Saturday, August 15th, 2015 at Wake Medical Center in Raleigh, NC. She was a Christian and has now joined her Lord and Savior Jesus Christ in heaven. She left a part of herself on earth as a firm believer in organ donations. She was a member of C-3 Church on Cleveland Road in Clayton and a Legacy Member of Beta Sigma Phi International.
Jill was born January 29, 1967 in Elizabeth City, NC. She graduated from East Wake High School in Wendell, NC in 1985 and is a graduate of UNC-Chapel Hill with 2 Bachelor degrees
She married Troy Michael Skinner in December of 1994. When twin sons, Noah Daniel and Nicholas Quinn were born in 1996 she chose to be a stay-at-home mom and raise her children.
In November of 1999, a daughter, Hannah Noelle was born. She did work as time allowed in her parent’s business, Troutman’s College of Manicuring in Raleigh and was one of the first licensed Manicuring Teachers in the state of North Carolina.

She is survived by her adoring husband, Troy Skinner; two loving sons, Noah and Nicholas and one loving daughter, Hannah Noelle of Garner; her parents Barbara and A.E. “Butch” Fussell of Raleigh and, Joe and Angela Sawyer, one uncle, Thomas E. Chappel, all of Elizabeth City. Her grandparents, Edna & Robert E. Chappell and Rose & Joe Sawyer, Sr. of Elizabeth City are deceased.
In recent years she worked with her mom as a staff member of the North Carolina Opticians Association in Raleigh and also worked as a waitress at Farmers Market restaurant in Raleigh and Gypsy’s Shiny Dinner in Cary. She was busy but managed to touch the lives of many people while on earth, always giving, caring and putting others first.
Jill never like being in the spotlight so the family requests a Private Family Memorial Service. Jill and Troy have supported the One Child Matters and World Vision as their charities of choice for twenty years. The family has asked that monetary donations in her honor be given to these charities or the charity of choice by the donor.
