Veteran regulator named to oversee captive insurers

Veteran regulator Debbie Walker has been named director of captive insurance by state Insurance Commissioner Wayne Goodwin.

Walker will oversee the regulation of licensed captive insurers.

The position is a new one. It was triggered by a law passed by the state legislature last year that for the first time permits noninsurance companies to self-insure against a variety of risks by establishing their own “captive insurance company” in the state. They’re called captive insurance companies because they only serve the organization, or organizations, that establishes them.

Walker is a CPA and has been a regulator at the Insurance Department for more than 20 years.
