Pernell W. Carter, 34, of 2000 Brentmoor Drive, Apartment 306, is accused of strangling Nichole Lavora Carter with both hands, causing a serious injury.

Carter also faces a charge of resisting a public officer and is charged with assault on a female.

Carter was being held without bail under a domestic violence hold.
