North Carolina's lottery began operating in March 2006 and now has 6,800 retailers who  offer a variety of games and instant scratch-off tickets to customers.

For fiscal year 2013, $28.7 million was paid to about 460 contractors for work performed on a temporary or occasional basis for the state. Most personal services contracts are exempt from state procurement rules governing the purchase of goods and services.
