Detectives said in an arrest warrants that Tracy Mack Claboine Jr., 26, of 4530 Hargrove Road committed the crimes Aug. 1.
The victim, who lived in an apartment with a Green Road address in the same large complex, survived the shooting, police said. They also said they are looking for an accomplice.
