State troopers say an anonymous tip led to the arrest of a Wake County man they say was behind the wheel of an SUV that struck and killed a 23-year-old man late last month just outside Raleigh.
Investigators charged Caesar Leake, 47, of 1033 Spawn Place, a Knightdale address, with felony hit-and-run resulting in death or serious injury; aggravated death by motor vehicle; driving while impaired, and insurance fraud, Lt. Jeff Gordon, a State Highway Patrol spokesman, announced late Monday.
Terrance Rayshone Faison’s body was found about 7:45 a.m. on Friday, Oct. 30, in a ditch off Poole Road, near Rock Drive. Faison lived at 4009 Mackinac Lane, about 3 miles from where his body was found.
Investigators have accused Leake of driving a 2005 Ford Expedition that struck and killed Faison while he walked along the right shoulder, Gordon reported. The SUV drove off, but investigators found the right front corner of the Expedition’s bumper, along with skid marks.

Leake was charged with insurance fraud because, troopers say, he filed a claim saying he had hit a deer.
Leake was taken to the Wake County jail. He was held under a $351,000 bail for a Tuesday court appearance, a jail spokesman reported.
