Report gives state high marks on spending transparency

This may come as a surprise to people who have tried to get certain state agencies (we’re looking at you DHHS) to provide public records, but the state has scored well on a national report card measuring transparency of state spending. The U.S. PIRG Education Fund, in its fifth annual evaluation of the transparency of state spending websites, gave North Carolina a B+ and found it to be one of the top 10 most improved.
