RALEIGH -- Crash investigators charged two of their fellow officers Friday in connection with a two-vehicle accident Thursday night in North Raleigh.
Raleigh police officers Thomas Patrick Kennedy, 28, and James Franklin Gheen, 24, were both charged with riding without a seat belt, while Kennedy was charged with speeding. Investigators determined the unmarked Ford Crown Victoria that Kennedy was driving was traveling 20 mph above the posted 35 mph speed limit.
The Crown Victoria was traveling west along a curve on Fox Road at about 9:18 p.m. when it crossed the centerline and crashed nearly head-on into a car driven by Ericka Denise Osborne, 35, of Raleigh, police reported. Emergency workers took both of the officers and Osborne to WakeMed, where they were treated and released, Raleigh police spokesman Jim Sughrue said Friday.
Sughrue said that the officers were not responding to an emergency call at the time of the accident.
"They were going to check in with another officer or detective," Sughrue said. "It was not a 911 call."
Kennedy and Gheen have been with the police department for a little over two years, Sughrue said. The accident is under internal police review.
"Anytime an officer is involved in a wreck, it's reviewed internally," Sughrue said. "This one will be reviewed as well."
