Traffic slowed to a crawl on both sides of Capital Boulevard near the Interstate 540 interchange because utility wires were hanging low over the road after an early afternoon accident.
Near N.C. 96 in Franklin County, the State Highway Patrol closed northbound U.S. 1 after a truck spilled a chemical on the pavement.
Raleigh police and state troopers were detouring trucks away from the Capital Boulevard scene because they likely could not fit below the wires that firefighters said were hanging 10 to 12 feet above the road.
Traffic that could pass was being directed into one lane in each direction, police said.
