After years of failed attempts to establish a state lottery, Democrats forced the bill through the General Assembly this week. The absence of two Republican senators who had opposed the measure gave the Democrats a chance to obtain a 24-24 vote. Perdue was on hand to break the tie, giving the state its first numbers game since the Colonial era. North Carolina now will become the 42nd state to adopt a lottery, which likely will begin early next year with a scratch-off game.
