RALEIGH - North Carolina ranked third on Forbes.com's Best States for Business list for the second straight year.

Virginia was first, followed by Utah. West Virginia came in last. The list was created using factors such as business cost, regulatory environment, economic climate and growth prospects.

The financial Web site noted this state's low labor costs and rising incomes. Forbes expects incomes in North Carolina to increase 3.8 percent annually over the next five years, the second-fastest rate in the country. The site in February named the Raleigh region as the best metropolitan area for business and careers. Last month, Forbes.com named Raleigh the best place in the country to sell a home.
