The Orange Water and Sewer Authority will consider rescinding Stage 1 water restrictions, Executive Director Ed Kerwin said Tuesday night at the Carrboro Board of Aldermen meeting.The OWASA board will discuss a repeal 7 p.m. Thursday in Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd.After recent rains, OWASA's reservoirs have filled to 85 percent of capacity.
