The restrictions, which went into effect in November, extend to all of the city's water customers, which include most of Wake County. The city sells or provides water to Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon.
Here are the city's official rules on pools:
No swimming or wading pools may be filled after the effective date of this ordinance, except for newly constructed pools, spas, tubs and whirlpools which may use water during construction so long as it is from a permanent city-metered service and which may be filled one time after completion by the contractor for testing purposes only.
The water level in any swimming or wading pool filled prior to the effective date ... may be supplemented only to the extent necessary to provide for proper operation and sanitary pool conditions.
