A moped rider was killed Sunday evening on Capital Boulevard by a sedan that hit the slower-moving moped from behind.
Allen Shane Tharrington, 48, of Raleigh was charged with a failure to reduce speed and one misdemeanor count of death by vehicle, according to a Raleigh police report.
William Carlton Jenkins, 41, of Raleigh was driving a Tao Tao moped, heading southwest toward Capital Connection Road around 10: 40 p.m. when a Buick that Tharrington was driving failed to reduce speed and struck Jenkins’ machine from behind, according to the report.
The moped traveled about 200 feet after being hit. Jenkins died at the scene, police said.

The speed limit on that section of Capital Boulevard is 55 mph. Police said Jenkins was traveling at 25 mph and Tharrington was going about 50 mph.
Officials said they did not suspect alcohol was involved in the accident.
