PROPOSED REFORMS

Here is a sampling of reform ideas:

Attorney General Roy Cooper: Give state prosecutors the power to conduct grand jury investigations into public corruption.

State Board of Ethics: Mandatory, periodic ethics education for all public officials covered by the board.

Rep. John Blust, a Greensboro Republican: Lawmakers must have three days to review the state budget before casting a vote.

Christee Barbee, president of the N.C. Professional Lobbyists Association: Ban lobbyists from making expenditures that benefit lawmakers, executive branch officials or their employees.

House Speaker Jim Black: Ban all political contribution checks that leave the payee line blank.

N.C. Coalition for Lobbying Reform: Create an independent ethics commission that covers the executive and legislative branches
