SENATE BEGINS DEBATE

A comprehensive bill that answers President Bush's call for an immigrant guest worker program appeared to be gaining bipartisan support as debate began in the Senate on Tuesday, with signs that it could eventually win Senate passage and begin a collision course with a strikingly different House-passed bill.

The long-term outlook in Congress remained unclear as House members dug in behind their tough-enforcement measure.
