Dominoes are falling at the state Department of Health and Human Services with the selection of the state Medicaid director, Dr. Robin Cummings, as UNC-Pembroke chancellor.
Dave Richard, a DHHS deputy secretary, is taking over as Medicaid director, DHHS said Thursday. Richard spent 24 years running The ARC of North Carolina before joining DHHS as mental health division director in 2013. He was promoted to deputy secretary last year.
Dale Armstrong, director of State Operated Healthcare Facilities, will take Richard’s job. He was formerly the vice president of regional operations and affiliations for WakeMed Health & Hospitals in Raleigh. Armstrong will keep his position as director of facilities when he becomes deputy secretary.
They will start their new jobs July 1.

In addition to being Medicaid director, Cummings was a deputy secretary for health services. DHHS has hired Dr. Randall Williams, an OB/GYN from Raleigh Gynecology and Wellness to fill that job starting July 1.
