Your Aug. 5 editorial “Top-down rule” was welcome! While aimed at Republicans, Democrats as well as Republicans systematically used top-down rule to destroy a state mental health system of care built from the bottom up in the 1960s and 1970s. It was the model for the nation. It covered all 100 counties. Some of the areas had stopped using state hospitals due to a range of local services. Others had developed close ties to state hospitals screening admissions with crisis teams.
Indeed, state government needs to be about facilitating grass-roots efforts and strengthening local ownership by our citizens and their county commissioners.
