Voter fraud? No doubt about it. Here is how gerrymandering works.
There are 13 congressional districts in North Carolina. In 2012, Democrats received 51 percent of the votes, but got only four of the 13 seats in Congress (31 percent). In 2014 Democrats received 47 percent of the votes, but got only three of the 13 seats (23 percent).
Is this voter fraud? Of course it is.
