A driver crashed into a vehicle that struck and killed a man standing on the outside shoulder of Interstate 440 in Raleigh Friday night, according to a preliminary investigation by the Raleigh Police Department.

Raleigh police charged Jack Neville with misdemeanor death by vehicle, exceeding a safe speed for conditions and failure to reduce speed, the agency said in a Saturday afternoon statement. He is accused of killing Eduardo Valdez.

Before Neville crashed Friday night, several vehicles were involved in an earlier collision on Interstate 440 West near the Glen Eden Drive overpass, police said. All vehicles moved to the shoulder, where Raleigh police officers and a towing service were completing crash documentation.

Police vehicles and the tow truck on scene had their emergency lights on, Raleigh police said. Traffic continued to flow past the crash scene, and no travel lanes were blocked.

Neville, driving a white 2015 Chevrolet Silverado, allegedly struck the rear left corner of a 2007 Pontiac Vibe, Raleigh police said. The impact pushed the Pontiac to the shoulder, striking Valdez. Valdez was standing next to his vehicle at the time of the crash. He was pronounced dead on the scene.

Raleigh police allege that Neville traveled above the speed limit and failed to reduce his speed for traffic ahead. The investigation is ongoing.
