Some cats might have that "mad" look 24/7 despite being the nicest kitties around. Just like us, some cats and breeds naturally have flatter faces with expressive, down-turned mouths and big eyes that appear as though they're frowning. Persians are renowned for these features because of their facial structure.
It's funny to think they might be in a bad mood, but in all reality, it's the facial structure based on evolutionary traits causing the expression, and it has nothing to do with how they feel.
