Also Tuesday, the members of Raleigh's City Council:
* AGREED TO SPEND $34 million for an underground parking garage beneath the old convention center demolished last month. When finished, it will have about 1,600 spaces. Marriott guests, convention center patrons and the general public will use it.
* REJECTED A CALL from Councilman Philip Isley to explore shifting tax money going toward plans for a regional rail system to Wake County schools. Isley said the rail is unlikely to receive federal funding and the money could be better spent on immediate needs. He proposed seeking needed approval from the state legislature. Opponents argued that Triangle traffic concerns are too important. The idea was shelved when Isley withdrew his motion, and the council voted instead to invite Triangle Transit Authority to make a rail presentation.
