Dog owner calls man a racial slur, then orders his pet to attack, Oregon cops say

A man was arrested after he was accused of ordering his dog to attack in a bias crime, Oregon police said.

On May 12, Zachary T. Hay, 29, saw a Black man he recognized from his job as security guard at a Portland grocery store and called him a racial slur, according to a May 21 news release by the Portland Police Bureau.

Then Hay told his dog to attack the man, police said.

The victim suffered injuries to his chest and hand, officers said. Police said another man involved in the incident was also injured.

On May 20, the two victims saw Hay and called 911, officials said.

Hay was arrested and booked into the Multnomah County Detention Center on assault and bias crime charges, officials said.

His dog was taken to the Multnomah County Animal Services, officers said.

Police believe there is a third victim and ask anyone with information to contact matthew.brown@police.portlandoregon.gov.
